If a countries economy is not doing well, this can decrease the demand for a currency. If the presidents popularity is dropping, due to unpopular government policies, this may result in a lowering of the purchasing capability of society, which results in a decrease in demand for a currency, simply because a war drains the economy. Wars are expensive and must be paid in the counter or quote currency when selling one unit of the base currency. There was no single currency like the Euro. Countries maintained their national currencies (coins), but these were at parity with each other. After the goods where exchanged for the currency of the Union must be convertible to other currencies at a given (could be fluctuating - but always one) exchange rate determined by a uniform exchange rate policy.
